When I was in college, I took German as(for?) third language.
We had one class -50 minutes- a week for a year, so about 25-30 hours in total.
That was nothing, right?
That was no way to learn a new language.
I can't use German in any way, I can't understand German at all.
BTW, I had no English classes in college.

What kind of college is that?

In my college I was required to take the second language from German, Spanish, Portuguese, French, Mandarin, Korean, Russian. And then I took German since it's similar to English so I thought it's easier.

I remember there were 2 classes of 90 minutes in a week for one year.

Now I don't remember anything about German.

A friend of mine who lives in Thailand are studying Germany since last month.he said that it would take long time to be a fluent speaker .
For basic grammer, six monthes. then Two years for brushing up every skill for the laungage.
The reason why it will takes so long time is because ,he guesss,there are big different grammar rule between his mother

The idea of words having genders bothers me so much that I've never learned another European language besides English.
And Mandarin and Cantonese scare me because of their tonal words.

word genders aren't that difficult though. Usually it just means an article
or adjective will change its pronunciation slightly.

fun fact: before the normans invaded england , english had three genders
and four cases, like modern german, as well as things like a subjunctive case.

Sometimes I wish I had a Honyaku-Konnyaku.
I really enjoy learning English, but it takes too much time.
It seems that before I'd be able to speak English fruently, I'd die.
And on some level, I know I'll never be able to use English as, like, "my own language".
I wish my parents just let me watch some English TV shows or go to an English school
when I was I a kid.

Tips for learning grammar is to make it simple and use it until you are get used to using it.
For instance,I often talked to myself with simple sentence to remember.

"I wish I had done."
You want to say that phraise with the image that you really wish.
In your case,After many practice, you would say that "I wish I had started to learn English ealier."
Then It would be much easier to say that that sentence you mentioned that I wish my parents let me ..(verb)..

I guess the reason why you wrote such wrong sentence is simply you have just less oportunity to use it.

so,,, from today how about to start to tweet ...
I wish I had done..
I wish I had been there..

After using those sentence above, you will find that it will be no longer difficult to use it.
Then,Change Subject in order to practice more....or change another part of sentence.
Wish you like this.and I would say in future, I wish you had liked this advice.Wish you were here so that I could teach you in person.
Of course need less to say I am not so fluently either. I might made many gramatically mistakes on this sentences...

I'm honestly pretty happy with my life.
I've made mistakes before and I certainly could have been better off than I am now,

I don't know why anybody would want to be a military power these days, if they already
have a strong economy. Is Japan going to build up its army and navy and air force and
try to confront China about its construction on 南沙諸島? That doesn't seem very tenable.
