development rights は、transfer の目的語になっているわけです。

(2) for development rights ●that● they planned to transfer

大意：タワー型住宅（高層住宅）を建設するために Eighth Avenue の反対側に
彼ら（developers たち）が譲渡することを計画していた開発権

なお、across Eighth Avenue（Eighth Avenue を越えて、Eighth Avenue の
反対側に）というのは、Pennsylvania Avenue から見て、「Eighth Avenue を
隔てた反対側にある敷地（現在はここに Post Office Building がある）に
建てようと考えている tower building の建設のために」というような意味だと思います。

つまり、Penn Station から見れば、tower building の建設予定地である
P.O building 側は、Eighth Avenue の向こう側（つまり across Eighth Avenue）
というわけですので、開発権を Eighth Avenue の向こう側に譲渡する
（to transfer development rights across Eighth Avenue）というような
表現が成り立つのではないかと思います。
