explain aboutについてOGの友達に聞いてみた
The "about" is redundant at best, though I am inclined to call it ungrammatical.
In (1), the implication is that he knows and is talking about the causes and details of the accident, whereas (2) might be appropriate in such a context as excusing lateness to an appointment.
That said, (2) still sounds odd to me. I would instead say something like the following:
He explained that he had had a car accident.
