軍事目標に対する攻撃に拠るものであれば、民間人に犠牲が及んでも国際法上は問題なしとしている。
日本の渡洋爆撃を違法としてきた従来のアメリカ政府の見解が間違っていることを、米軍上層部は自覚していたんだよね。
