and slowing spending. However, the fallout has been much more severe in some
countries than others, and nowhere is that more apparent than in unemployment
figures in the United States and Japan.

and nowhere is で始まる文の構造を教えてください。倒置になっているのでしょうか。
意味的には米国と日本の失業率よりも明らかなものはほかにない、という感じだと
思うのですが。that が何なのか、どんな役割なのか、もよくわかりません。
